The State of Georgia pays for only a certain number of positions in the Circuit Defender Offices. The remaining positions are paid for by the various counties. See here , here and here for the pertinent legislation.   See here for a listing of the number of state positions allowed in each circuit.  State employees will receive retirement and benefits through the state, and county employees will receive their benefits and retirement through the individual counties. Exception - some county/circuit paid positions are contracted through the Administrative Office of the Courts. Those filling these positions will be treated as state employees.
